Should there be continuity from the hot pin on the 30Aplug to BOTH hot pins of th 50A or only one? If only a single pin is powered, how is the power distributed to both legs at at main circuit breaker panel?

Continuity is split from the 30 amp circuit to each of the 2 legs on the 50 amp circuit. Providing 30 amps total for both legs.

Can I then assume that if my adapter has continuity to only on leg of the 50A plug then it is defective?

If I understand what you're saying, the female 50amp end of the adapter cable only has juice to one leg? Yes, I think you have a bad adapter.
