Hubs on axles.

Ok another question, my rv has 6000lb axles but unless I am mistaken the hubs are standard 7000lb as they are 8 lug on 6.5 centers. I appreciate that but why was it done? Just a nice upgrade or axles are actually 7000lb marked incorrect?

And if I am off base about this please tell me .
