With some hesitation I report that after replacing the heating element and thermostat I found the problem with the electric side of my water heater. The little switch on the side of the water heater (although switched on) was faulty. After I replaced the switch ($15) I now can turn off the propane.

Thanks for your help.... This RV living requires plumbing, electrical etc. knowledge..

I learned something today. also I now have a multi-meter.

Thanks, good to know the problem. I know it probably wouldn't have been my 1st place to trouble shoot ,on my mental list now,shucks better write this down......Kenny
