Newbie to tapatalk

Ok here goes yes I admit I not up tp speed with the new apps what is tapatalk ? And can someone tell me how to post a pic on my sign in page ? I know it posted here somewhere but I caint seem to do it is it because iam trying to do it from my iPad ? Do I need to download the pic on a laptop first ?
