Cummins Onan breaker doesn't latch

My RW427 came with a Cummins Onan RV QG 5500 EVAP generator.

It started acting up in that I'm not getting any power from it - the power distribution unit says: 0 amp from the generator. It used to say 45 amps.

I opened the generator, and noticed that the generator has 2x 30A breakers like this:

The bottom breaker latches fine. and is On.

The top breaker is completely free moving with no attempt to latch on. Not just temporarily latch and trips again - it's almost as if it's a switch that's not even connected to a breaker.

Is this top breaker supposed to latch (and it might be broken), or is it just a spare/dummy part?

I've tried to get it to latch with the generator on and off - no luck.

Yes
It sounds like you have a bad breaker
They are about $40 from Onan directly and shipping was about $40 also so if you can find one at a RV parts store you might save some coin $$.
They are really easy to change so no need to take it in.
