SOP for emergency housing. When a good number of homes burned down in a city where we lived, FEMA created a FEMAville using these same sort of mobile homes. The tough part was dismantling the "temporary" community because people would/could not leave and the units were not designed for long-term living. By any estimate, recovery is going to be a long, long, term effort. I just hope they fixed the out gassing problems cause by the use of inferior building materials in construction of the trailers.
