New HUD Regs on RVs

The new revised HUD ruling that clarifies the difference between a RV as a recreational vehicle only, not designed for full time living goes into effect in January of 2019. Those of you who are unaware of this new ruling by HUD, which has been fought for by RV manufactures for the last 10 years will change everything you currently enjoy. I strongly advise all of you to read about this ruling and let your voice be heard.

Here's a link to info on recently finalized rules regarding RVs. Despite the phrase "not as a primary residence or for permanent occupancy", the RV Industry Association seems to think they have sufficient clarification in the final rules.

This rule gives RV manufacturers the critical regulatory clarity and certainty they have long sought: so long as they build to the nationally-recognized RV standards, the modern RVs they are building do not and will not fall under HUD’s jurisdiction.

It doesn't seem like this changes anything it just solidifies things as they are now. Unless I am not interpreting the ruling correctly.
 
Why would the insurance industry insure recreational vehicles being used for full time living when HUD defines RV usage for recreation use only, thus falling outside of their authority to oversee? It appears that a definition of meaning has been expressed by HUD maybe without intent, but expressed all the same.

Why has the industry been seeking this clarification for 10 years unless to further reduce their cost of construction?

Will RV Park owners be instructed to control the duration RV'ers can stay by their insurance coverage?

This will become a very slick slope

I don't know that this argument has been going on for 10 years. About 2 years ago, there was a flap because HUD issued draft regs that looked like they were asserting authority to regulate RV construction standards - as opposed to a longstanding hands off approach based on language that sorely needed an update. We had some discussion here at that time about whether Heartland might have to back off the "full time" warranty if HUD's draft language stuck.

In the final regulations, HUD is NOT asserting authority to regulate RV construction. That's why RVIA has announced that the matter has been settled favorably.

BTW, HUD construction standards fall on manufacturers, not on RV Parks or Insurance Companies.
