Update: The water pressure regulator was ok, I ended ou replacing the pressure relief valve. Flipping the relief valve only allowed it to open maybe 1/32 of an inch. So I think it was bad out of the gate because it had a rust stain on one side of the seat. Looked like it had been leaking for...
