Brake question

We're getting ready to head to Florida, so my final thing was bearings and brakes. I pulled the 1st wheel and bearings look good, but brakes are questionable, when I pulled the hub there is a cable about 6 inches long with an eyelet on each end, just laying in there. I've been through the Dexter book, and have had no luck loading their service manual, where does this cable hook? There Dexter axles 8K, electric brakes, any links or pictures would be greatly appreciated.

The cable appears to be part of the self-adjusting feature.
