Need some advice on buying a membership

Hi all, we come over to the US 3 time a year with our 2 kids ( both under 5) usually spending between 3 & 6 weeks at a time, we like California but have been roasted by some huge campsite fee's so reckon this would be a cheaper option as RVing seems to becoming a rich mans sport, our problem with the current memberships offered are the 14 days in then 7 out, we need to be able to travel from park to park but they don't seem to be available anymore, is it easy just to buy a camping pass from someone else ? Or do you need to go to a broker ? My brain tells me that TT will not allow these old , early passes to be that easily bought without loading on extra costs at time of transfer ?
any advice or direction would be very much appreciated .
