Heartland Gateway 3800RLB Fresh Water Question

So I was filling up my fresh water tank for the first time. I noticed that it was taking a while to fill and then I noticed water coming from under the camper. It was coming from the underbelly and from what looks like a small drain pipe right under the steps. Does anyone know what this pipe is for? I will take it in to get it looked at but I'm curious what that pipe is for. I've noticed water coming out of it before but just a few drops not flowing out like it was yesterday. Thanks!

The fresh tank has overflow lines that come out of the tank, go through the frame, and take a turn toward the front of the rig. They usually end with a 90 degree pex fitting where the water comes out.

Okay thanks. I'm new to the Fifth Wheel Community and the tank on my TT was full when it came out of the vent hole beside the fill port. That's what I was waiting for but it never happened. Now I know why..
