All it takes is a cheep chinese manufactured bolt with a small amount of contaminants that causes embrittlement. It reduces a bolts rating drastically. One bolt failure and the hitch will twist and spin. Had several bad certified bolts fail do to this in my former life. To truly do a root cause failure analysis, the hardware's composition must be checked. This is not cheep to do. At least with cert parts you have a record where each bolt was used and can be recalled and replaced.
