Normal or what?

Opened up the bottom of the Bighorn to clean up some rust and work on my sewer connections as the dealer did not fix them.

Was wondering if this is normal under the gray water tank. The bottom of the tank is sagging and contains nearly no water. Should the straps be snugged up?

When I dropped the bottom I also saw this black thing. What the heck is it?

The straps should be snug against the grey tank. So that needs fixing. The black thing looks like you got a spare plumbing adapter at no charge from Heatland.

The black thing is a 3" to 1.5" PVC pipe reducer. This is used on the output of the gray tanks.

Customer service will answer your other question.

The straps are used as secondary supports to prevent it from falling out of the unit. the main support are the i-beams that are holding it right now. If you would like to snug them up that would be fine or if you are seeing any evidence that the tank supports are not doing their job, however, I would not say it is necessary.
