If you want to watch on your phone, you download the Hulu app onto your phone from either the Google Play or the Apple store. Open the app and sign up. You'll need a credit card. Start watching.
Note: video streaming can use a lot of data. Depending on what your cell phone plan provides in the way of data, you could find it expensive to stream video - or free. Depends what kind of data plan you have.
If you want to stream to your phone and display it on a TV, you may be able to "cast" it from the phone to a smart TV. But that can be complicated.
