I can hear it running but it's not cooling !! It is the big Residential refrigerator with a ice maker

Google the owners manual and see if the digital readout can provide problem codes.
Try leaving it off for 20 minutes reset.
Is the freezer side working.
Has the intererior temperature been accidentally increased.?
Set it to the coldest setting

It has Digital display, the temp is set right and I shut it off at the breaker for a day turned it back on and can hear it come on but it doesn't cool off.

I have seen the assembly line, and they have a practice of building the kitchen area with large items in place before the side walls are erected. You may have to try the rear big window removal route if you do have to remove the refrigerator from the trailer. Good luck!!!
