Suburban water heater switch

Is there any risk/danger to keeping the switch out on the water heater to on? The element for electric won’t heat until the second inside switch is also turned on.
I don’t know the reasons there are two swiches for electric. Just wondering if there’s a reason to always have to turn the one on at the heater each time want to use electric to heat the water.

The only time I use the switch on the water heater is when it has no water in it. My water heater is full most of the time so that switch on my water heater is almost always on.
It's there as a sort of safety to prevent someone from burning out the element by turning it on from inside the coach when there is no water in it.
There is no harm in leaving it on.

Mine was left on for almost 11 years with no harm. Actually found it would not shut off because the inside had melted fused in the on position. Replaced it before selling it.
