A couple things come to mind here.
I don't understand why your TV is GFI protected. But if your refrigerator and TV are in a slide there may be a problem under the slide. Under your slide there is a metal junction box. With your coach disconnected from shore power remove the cover from that...
That red switch is for the electrical side of the water heater. There may also be a small rocker switch on the water heater itself.
Be sure to have water in the water heater before turning the electrical switch on.
Odd that the service guy didn't know that.

Since you installed new valves be sure that all valves are manually closed.
On the ends of each valve there is a means to close the valve using a 3/16" Allen. CC is closed.
If they are open or partially open you will experience what you are describing.

I have a 2011 3585RL, so same floorplan.
Have you checked the caulking top, bottom, sides? Three sides of the window?
What area of the floor is rotted?

If your switch is under the threshold there should be a small magnet on the bottom of the door near the hinge end.
You can test that switch by using the south end of a magnet. Put it over the area that the door magnet would be. Observe what your light does. You should be able to make it go on...
One is labeled city water. That should be your city water hookup, the otter unlabeled should be you black tank flush.
The best way to identify would be to hook your hose to the one marked city water and turn on a faucet. If you get water, bingo.

It sounds like you are on the right troubleshooting track.
I would certainty want to visit the transfer switch. There have been a number of owner reports finding loose, burnt wires there.
You can also use your multimeter to check power from the generator there.
