This seems really odd. However, I am wondering that since you are just turning on the air, it might be staying in high to catch up with the temperature setting that you have. That is, it will stay on high until the desired temp is reached, and then will blow at the setting you have picked once...

So you are saying that there is both cold and hot air flowing into the unit? Is it possible that the lower vents are are just the blower kicking in, but it feels cold? Sometimes when I get confused like this I will look for an air conditioning Indianapolis company for help...
