ATF: Big Country - Anderson valve

City setting never worked for hookup but I can get pressurized city water to taps and HW tank using Winterize/Sanitize setting. Using Tank setting I do get water into FW tank. Suspect problem is plumbing set up at factory. If true, I'd rather re-label settings than re-plumb. How can I test what my Normal and City settings actually do? I am assuming to blow lines I should use my current city water setting (i.e. Winterize) Suggestions?

We have a couple of documents for the Anderson 4-way valve in the manuals section of the forum. Here's a link. The Servicing and Test document has drawings of the backside of the valve, showing where the plumbing lines should be connected.
