How does this TV mount work?

My RoadWarrior RW427 storage compartment has a slide-out TV that I've never used until recently. However, when you pull it out it's facing the nose of the RV which isn't useful.

So I figured there must be a way to swivel it around. However, the swivel bracket seems to be fixed:





It seems like you SHOULD be able to swivel it but the left hand side of the swivel bracket seems to be fixed with a bolt. At least I can't find any kind of release lever for it.

Does anybody have a similar mount who knows how it's supposed to work?

In pic #3, the bolt sticking out looks like it may be what's preventing the pivot from moving. Perhaps it's there to keep the TV stationary while traveling.

I also think that's what keeps it from moving, but surely the design can't be that I need a socket driver to remove it every time I want to swivel the TV?

If that's what locks in into the storage position, maybe the bolt and nut can be replaced with something like this.
