water heater little brown box?

Hey Guys, a question regarding the water heater? I noticed there is a little brown box taped on the back of the water heater with electrical wires running into it. The tape is barely holding it on, i could re-tape it so its more secure but what is it? thanks...

My water heater doesn't have one. Must be an altude sensing bomb, so stay at your altitude and it will be ok.

I have one too. Apparently tape doesn't stick very well to Styrofoam. I've tried several times to re-tape it and finally wire tied it to a nearby water line.
