What browser is he using? Internet Explorer, Firefox, Opera, Chrome?
It's very difficult to troubleshoot issues like this without having the PC in front of me. If other pages seem to load ok send me a PM and I can troubleshoot it remotely if needed.
I was having problems the last couple of days and would get a message that my anti virus has blocked a virus and gave the name of it. I scanned my whole computer and no virus' found.
He had no issues with forum before new upgrades . This may not have anything to do with his issues but thought it was worth metioning . I will see him on monday and ask those ? as they come up.
