rubber gasket in door to utility center has pulled away from the frame but is not torn. what do you recommend to re-glue this gasket to the metal frame?

Wipe the surface to be glued with a strong solvent to remove any oil, grease and especially any silicone. Purchase a tube of automotive weatherstrip adhesive at any good auto parts store. It is made just for this. Apply a small bead to both surfaces. Let it tack up for a couple minutes and press together. That's it. Don't need any tape, no waiting, give it five to ten minutes and it's good...Don

After re-gluing, treat the seal face with something like Aerospace 303 to stop it dragging on the door as it opens.

Did it come away like this picture?

If it did, then it was stretched too much when it was installed. If this is the case it needs to be replaced.
