I have drove over a 1000 miles to veiw a 2015 Savannah and upon inspection I noticed that above the basement door there is series of large and small bubbling at least 8'' high is this a common problem.

No, it's not a common problem. Sounds like this unit has a problem - perhaps from incomplete maintenance.
