ATF: Cyclone - Liquid storage tank support system

While de-winterizing/Inside-Outside/Top to Bottom inspection of our '07 3912, I noticed the Coroplast underpinning had broken out of the supporting screws at the front of the coach. Thru the opening I could see the two liquid storage tanks in the front section. My question concerns the supporting straps around each of the tanks, are they supposed to be tight around the tank? Ours are hanging loosely appx 2-1/2 - 3" from the bottom of the tanks. Should I attempt to tighten the straps or is that the proper application?

Mine is the same way and I assumed the design was to allow the tank to flex/expand a bit.
