Body length as shown on a dealer sheet??

When a dealer talks about "length" is he referring to length of the body of the RV. or from rear bumper to tip of hitch coupler??

RV's, I have been told, are measured inside front to inside back. The manufactures apparently pay a tax based on length??

Travel trailers ie bumper tows are measured bumper to top of the tongue. 5 th wheels are overall couch.

I measured my fifth wheel, 2013 Big Horn, and the listed length was the inside length. I did this because the external measurement was longer than the stated length. Back end to pin, or back end to end of cap, was not it.
