I would not tow more than one mile at 30 mph with an 18000 lbs trailer on a pup trailer.
To tow that heavy you need weight on the tow vehicle. And nothing better then a 5th wheel hitch.
A 2500 GM will possibly hold the hitch weight but the tire capacity will need to be checked. 265 have the capacity. But 18 wheels would possibly be best and will load the rear axles.
Duellies for this purpose have smaller tires for load capacity and will not load the rear end and axles.
I always feel that duellies are requited for toyhaulers due to unpredictable pin weights. More when unloaded.
