California code for 5th wheel RV trailers -

35400.6. (a) Subdivision (a) of Section 35400 does not apply to a
fifth-wheel travel trailer that does not exceed the following
lengths:
(1) Forty-eight feet in length from the foremost point of the
trailer to the rear extremity of the trailer.
(2) (A) For a fifth-wheel travel trailer with a single axle, 38
feet in length from the kingpin to the rearmost axle.
(B) For a fifth-wheel travel trailer with two or more axles, 40
feet in length from the kingpin to the rearmost axle.
(b) A manufacturer of a fifth-wheel travel trailer described by
subdivision (a) shall include in the delivery documents the
information necessary to register that fifth-wheel travel trailer,
including its overall length pursuant to paragraph (1) of subdivision
(a) and a declaration that its length is in compliance with
subparagraph (A) or subparagraph (B) of paragraph (2) of subdivision
(a). The dealer may reject acceptance of the fifth-wheel travel
trailer if this documentation is not provided.

That's not what I was referring to. There are KPRA advisory routes all over CA. They are noted yellow with the KPRA length in red letters. This is just one of 12 zones around the state.

I grew up on a ranch, went in the Army, drove semi's over the road for 12 years, and worked on a paramedic ambulance for a very long time. A few things I have learned from all that are, just because you can/or are allowed to doesn't mean you should, situational awareness is necessary everywhere you are, a person needs to know their limitations, always assume that everyone around you does not know what they are doing, weekend recreational warriors are dangerous, and plan plan plan. This may sound harsh but most people shouldn't have a drivers license much less be towing anything. If you are in a position where you are behind the wheel and are nervous or scared, time to park before you hurt someone. Granted, bad things happen to prepared people no matter what, but minimize your risk as much as you can.

So I guess my answer is, if you are smart you should feel restricted where you can go with your rig no matter what size it is or how much experience you have. Anyone that says differently should just stay home IMO.
