I run 10-15lbs empty and 70 psi when I have the Bighorn 3670RL loaded. I am not sure about anyone else, but the pressure doubles between empty and loaded. 35 psi empty=70psi loaded.

Should the air bags pressure be checked/set when the tv is loaded or empty?

I'm guessing the max setting on the air bag means 90 lbs max (loaded). That would mean checking it when hooked up to prevent over pressuring.

I usually pressure up after I hook up. Like you said that makes sure that you don't over pressure the air bags. The first time I aired them up, I checked to make sure that everything was level, then checked the pressure. Now I just pressure up to 70psi and I know that it will be level.

I found the instruction sheet and on the last page it states that max pressure is 100 lbs LOADED.
