Furnace and fan for air conditioner run at the same time

Finally had to use my furnace this past weekend. When I run my furnace the circulation fan for the air runs at the same time. Is this normal?

Switch the thermostat to FAN mode with the On/Off button and then press the + or - key until it's in AUTO Fan mode. Then go back to HEAT mode.

No it is not normal, I think you have to set your thermostat to auto if I remember right.
