You're not the first one to misunderstand the Michelin RV tire info.

Michelin does not sell or market RV Trailer tires. Look in their Truck tire data book or maintenance manual. There are iconic depictions of all vehicles their tires are fitted to. There are zero references to RV Trailers. Read their literature carefully and you will become aware they are only referring to motorized RVs. The non power driven axles they refer to are tag axles. Tire fitment for motorized RVs differ from RV trailer axle fitments.
However, what needs to be done with the RV trailer axles is very similar. Here is a reference that explains it.

p.s. I really don't want to get on a soap box about this. Please email Michelin a question to clarify their position about their RV publication and the RV trailer tire position.
