A more recent news report shows this is a Lance 5th wheel, and says that the driver had a medical emergency. He was lifted up to the bridge roadway with a stokes stretcher.
It turns out the initial rescuer was an off-duty CHP (just 1 year on the job), who was commuting to work from Sacramento . . . to Hayward in the Bay Area, about a 100 mile commute each way.
