heat in the outside fridge unit, no hot water and flashing light on refrigerator flashing.
propane turn on - what position of dial between tanks.

I'm not sure I understand, but it sounds like you are out of propane.
The little lever on the regulator between the LP tanks should initially point at a known full tank. It will automatically switch over to the other when it empties.
Is there a number flashing on your refrigerator? What brand and model is it?

I would;
1. Turn off both bottles and crack the connections to bleed off pressure on the lines.
2. Set water heater and fridge to off.
3. VERY slowly open both valves, too fast and they have a valve that stops flow in case of a big leak.
4. Turn on the stove until you can smell propane and light the stove. Let it burn for ~30 seconds.
5. Turn on the fridge and see it it lights. Then try the water heater.
Remember both the fridge and water heater usually have a cutoff valve in the outside compartment for each.
