Shackle and Hanger Bolts & Nuts Question

I understand why shackle and hanger bolts are not torqued, but what keeps the nut from vibrating off the bolt? None of the nuts have locking nuts or appear to be self-locking.

If you look at a new nut the threaded center area is not a circle. It is an oval.

They are torque'd. I got my torque spec from a Lippert manual. What made you think they are not?
