What is this?

I found two of these in my dove tail storage. Can someone tell me what they are for?

This looks to me like a bag to hold your manual tools for your landing gear and lug wrench

They go between the railing on your patio and the back of the trailer. the side with the rubber slides into a groove and the straps go around the aluminum tubing that forms we railings. It closes the gap between the back of the railing.
