Todd, one more important thing to look at. If, the person that did the wiring connected the white wire to a breaker on the shed, as it could be for 240 volt, then he most likely has it connected hot from the source.
So, take a look at the source, possibly your home service panel, and be sure to move the white wire to the neutral buss.

I am trying to follow what rickhansens is saying but I know that the neutral wire is connected to the breaker (on the shed) NOT the neutral bar. Once I get the breakers needed repair the panel properly, we are going to install everything correctly along with checking the plug on the wall to make sure it is wired up correctly.

On a 120 volt, 30 amp service panel only the black (hot) wire should be connected to a circuit breaker. The white (Neutral) wire should be connected to a neutral bus bar. And the green (safety ground) wire should be connected to the ground bus bar.
