Wheel dragging o the road.
Indicates to me the driver didn't know he had a flat.
This means he didn't have a TPMS.
Is this contributary negligance?

In my opinion, there is no contributory negligence here. As far as I know, there is no requirement for a TPMS on any vehicle. Like most traffic accidents, it could have been avoided, but for whatever reason the driver chose not to have a system in place.

Sometimes, you can't control what happens during and after a blowout. DH had an inner dual on a box truck he was as driving blow out, by the time he got to the shoulder safely and out to look at it, it was on fire. Truck box became engulfed despite his attempts to put it out and before fire department could make it there.
