A/C vents

I have read the posts about the lack of air flow thru the vents, but I'm wondering why a couple of the vents in our 3670rl have a little fluffy insulation in them. The air flow is so slow thr them that the pcs of what looks like insulation doesn't even move. Anyone else ever see insulation in any of the round a/c vents??
