I was just going through the FAQ's section of the Dexter Axle website on another topic, and noted in the "Brakes" section that they offer a "more aggressive lining" brake shoe for the 12 by 2 inch brakes, for better stopping power.
Yep, the 7K plates have more aggressive lining and stronger magnets. The 7K brakes are significantly stronger than the 6K's I found out first hand when mine was shipped with 7K axles and 6K brakes. Swapped them out and I was much happier.
