Grey tank straps 37 ultimate tray tank

So I recently purchased a used 2013 37 ultimate the previous owner replaced the dump valves in the back, however upon getting it home I realized the Grey water tank straps be very loose, the tank is riding on the frame and not supported by the straps, this is not normal correct ?

I believe the straps are a backup and also provide additional support if the tank expands when full.

I had thought the same thing the first time I saw the straps. What I found out is that when the tanks are full the straps get tight. The tanks are resting on the frames as Dan stated. I would not worry about them.
