How about wing anchors into the plywood to hold the panel mounts? The wing would spread out the pulling force on the plywood. BTW, the plywood (Luan?) is strong enough to support a big man walking around on it, so it would seem it would be strong enough to resist the pulling effect of high-speed airflow.
