Tire plugs are ok for temp fixes but patches inside only for permanent repairs of nails. You can air up the tire and take a squeeze bottle to squirt water/soap mixture gently on all rim surfaces, and valve stem and schrader valve. If you still can't find it, pull the wheel off and immerse it in a tank of water. All tire shops have an immersion tank. I had a very small inside rim leak from a defect.
