Trouble filling tanks

New to this site. We have a new to us 2014 Heartland Big Country 5th wheel. Pictured below is the water panel. We tried filling the tanks using city water valve and it filled and filled and filled. Panel inside showed empty. While dry camping we had no water. (Thankfully we took extra water) A659A301-A30A-41B9-BE95-CDB63E8B0BDF.jpegCan't figure it out. Any help is appreciated.

It looks to me like you need to keep your hose connected as shown, but turn your valve to Tank to fill. And leave it there when dry camping. Only use Normal if you are connected to a water spigot and that should bypass the Tank.

Trying to fill the tank with valves as shown the water hose should have gone quiet, if that makes any sense. Once the plumbing system pressurizes you wont hear any water flow in the hose unless a faucet or something inside is on. With the valve turned to Tank you should hear water flow and be able to check your fresh water tank sensors as you fill to check on progress.

With the hose connected an turned on, leave the water pump off and try a faucet. If the water comes out of the faucet, you are on city water, or Normal. Turn the valve to Tank with the water pump off and then try the faucet again. If you get no water, your tank should be filling. You can also turn on your water pump once your Fresh Tank registers some fill and see if the water pump will pressurize the system and then turn off.

The 4-way valve must be set to TANK for the incoming water to get to the fresh tank and fill it. Then when you want to pump water out of the fresh tank, the 4-way valve must be set to NORMAL.

When the valve is set on CITY, the water from the campground spigot is available to all of your plumbing fixtures, but not to the fresh tank or pump.
