It is the control harness for the Satellite dish on the roof.

There is a blank plate on the ceiling of your bedroom somewhere. the other end is wrapped up in there along with 2 coaxial cables that go down to the docking station. That can all be pulled up to the roof for the Winegard traveler satellite dish.
Dan Mayer made up some amazing user guides you can access in I believe the TOOL section of this forum. Definitely a lot to learn on these things and the User guides are very helpful.
