I have two black water holding tanks, two bathrooms. one flows well when cable pulled while the other did almost nothing. found out one valve internally didn't close all the way. It was the cable connection to the valve that wasn't tight and came loose. I just readjusted the cable set screw to the valve for full open and close and tighten well! Easy fix, no external leaks. no replacement, cutting or disturbing the plumbing. Just a loose allen set screw out of adjustment.
