Being a Veteran and a former VA employee, my suggestion is to always go to the local Veterans Service Office for help in filing a claim. DAV, American Legion also have representatives that have training in helping Veterans file claims with the VA. Your last option is you can get a lawyer that works on contingency (if you win they get paid if you lose they don't get paid), many do a free consultation.
