2 black water release valves

Hi,

Question on the Fairfield 403BH. Our black and gray water release valves are under the trailer. I have 2 right by the pipe (right side of the picture), but also have one about 3 feet to the left. It seems that the one on the left is black water, but can anyone confirm that? Seems I have to open the far left AND the black water valve by the pipe to flush the line. Does this make sense? Whats the point of the 2nd valve?
