I have a bedliner.

Not sure why they want it so tight with the companion vs the gooseneck ball.

Like I said, I didn't even get the u-bolts with my unit. I had to make my own.

I would contact B&W and get the bolts or use some strap iron and grade 8 bolts. I think that would be stronger than their U-Bolts.

The bedliner they are the slip in bedliners. Some of them are quite thick. I have a LineX spray in bed liner that I like very much and it does not effect the installation of the Companion hitch. But you don't want the hitch to be loose enough to pull out without loosening the bolts. Be sure you have it in the second hold from the bottom if you can.
