Batteries drop below 100% even when on shore power?

I have installed new AGM batteries, (800aH) a new 3000w inverter and a Bogart battery monitor.
Even when plugged into shore power, my battery monitor shows that my battery capacity is varying between 95-100% of full capacity. I assumed that while on shore power that I would not be using any battery power and that they would stay at 100% until I disconnect shore power allowing the inverter to draw on the batteries.
Anyone have any idea why this is occuring?

Are you sure that the output of the inverter is disconnected? Do you have a kill switch for the 12V going to the inverter, if so, start by turning it off manually.
