No the converter only charges when connected to 120v shore power. The vehicles charging system charges the trailer battery when connected, with the vehicle engine running.

It only charges as well as the size of wire going to the plug. Many tow rigs are undersized and can't get enough amps through the charge wire to do a very good job.
I had to run a 10Ga wire to the 7way plug of my truck because the Ford original wire is 16Ga and it was hardly flowing any amperage. With the trailer wire being 14Ga and the truck wire now 10Ga I can flow 23 amps to the battery while the truck is Idling and the Inverter was beeping due to low voltage. I know it could be even more with a 10Ga on the trailer wire being larger then 14 Ga.
